The Baseline Policy Framework for Addressing Gender-Based Violence is designed as a practical resource for higher education and research institutions, providing clear provisions and guidance on how to prevent, address, and respond to gender-based violence. It covers definitions, institutional commitments, reporting and investigation procedures, protection measures, support services, training, and monitoring. Importantly, it draws on the 7P model (prevalence, prevention, protection, prosecution, provision, policies, partnerships) to ensure a holistic and structural approach.
