A Safer ERA Needs Stronger National Frameworks: Lessons from GenderSAFE Policy Monitoring
GenderSAFE has published a new position paper calling for stronger and more coordinated national frameworks to address gender-based violence in higher education and research.
Drawing on the findings of the GenderSAFE national policy monitoring exercise, the paper examines how growing European policy attention is translating into national action. It also provides a country-by-country overview of the laws, policies, initiatives, and recent developments identified through the monitoring. The findings reveal a policy landscape that is advancing, but unevenly. National frameworks vary considerably in scope and specificity, while accountability remains a systematic weakness.
The position paper identifies five priorities for immediate action:
- Develop or strengthen policy frameworks for higher education and research.
- Translate zero tolerance into operational standards.
- Build accountability into system governance.
- Resource implementation and make resourcing more visible.
- Use current EU levers and mutual learning more strategically.
The recent surge in national policy adoption shows encouraging progress across Europe. By continuing along this trajectory, countries can build stronger and more coordinated responses to gender-based violence across the European Research Area.
